Cross Street Partners and SHIFT Capital Acquire Historic Crown Cork and Seal campus in Baltimore’s Greektown

Local Baltimore and Philadelphia real estate groups partner to preserve artist and maker community while reimagining historic Crown Cork and Seal campus.

BALTIMORE, MD – Cross Street Partners and SHIFT Capital have acquired the Crown Industrial Park campus in Greektown for $16 MM, marking a significant investment in one of Baltimore’s most promising redevelopment opportunities. The transaction, which closed on October 31, 2025, positions the partnership to transform the historic 30-acre site while preserving its vibrant community of over 135 artists, makers, and light industrial tenants.

Since opening in 1906, the birthplace of the modern bottlecap and former headquarters of the Crown Cork & Seal industrial campus at 4301 Eastern Ave has been a home to innovation and production. The historic campus is a collection of more than twenty buildings across nearly 1MM square feet; 300,000 SF of which is occupied by a vibrant community of creatives and local small businesses. The property sits at a critical junction in South Baltimore between Highlandtown and Greektown, surrounded by dense residential and commercial development.

The new ownership is a partnership between Baltimore-based Cross Street Partners (Cross Street), and Philadelphia-based SHIFT Capital (SHIFT). Both organizations bring extensive experience managing mixed-use adaptive reuse projects, including artist, maker, and community space.

Cross Street Partners, led by developer Bill Struever, has established a reputation for transforming underutilized, historic mid-Atlantic properties including the Hoen Lithograph Campus in East Baltimore, Hollins Market’s Lion Brothers Building, Cambridge’s The Packing House, and the revitalization of Downtown Dayton’s landmark Arcade. SHIFT Capital, a Philadelphia-based Certified B Corporation, brings their own expertise in community-driven redevelopment with over 4 MM SF of real estate assets under management. SHIFT’s projects include MaKen Studios, a 220K SF adaptive-reuse campus offering studio, office, and light industrial space to small businesses and community-serving organizations in Kensington; and Southworks – a 95-acre, adaptive reuse project bringing a new, mixed-use, mixed-income neighborhood to Ithaca, NY.

The new ownership team plans a phased approach to redevelopment that will build on the diversity and strengths of the campus’ existing community, beginning with extensive tenant engagement in the coming months. This community-focused strategy aligns with both firms’ track records of meaningful projects and neighborhood-scale development that supports existing businesses and neighborhoods.

For future phases of the “CROWN” redevelopment, the partnership is exploring the feasibility of rehabilitating the nearly 700K SF of vacant, blighted buildings on the site to expand opportunities for the existing tenant base while introducing new mixed-use elements that complement the campus’ diverse community and that of the surrounding neighborhoods.

The acquisition was made possible through a collaborative and mission-aligned financing effort involving Enterprise Community Loan Fund, the community development financial institution of Enterprise Community PartnersReinvestment FundBlueHub CapitalNonprofit Finance FundCalvert Impact, and the State of Maryland. The multi-phase, redevelopment effort has also received a significant boost with nearly $1.8 million in historic revitalization tax credits from the Maryland Historical Trust and $2.5 million in grant funding from the Maryland Department of Housing and Community Development, recognizing the importance of preserving the campus’ industrial heritage while revitalizing the site for its existing community of tenants and the City of Baltimore.

Crown Associates was the seller in the transaction, having listed the property for sale in 2017. The Crown Cork and Seal complex has long attracted developer interest, with several previous redevelopment attempts over the past two decades. David Baird of Cushman & Wakefield represented the seller, and Mike Brennan of Miles & Stockbridge provided seller counsel. Alyssa Domzal of Ballard Spahr served as counsel for the acquisition.
